Improved Bug and features template

Add required pre-submission checkboxes to both bug_report and feature_request templates to encourage searching existing issues and following README/build instructions. For bug_report, also add an optional Commit Hash input, a "Both" option for build type, expand reproduction instructions with an alternate executable workflow, and rename/contextualize the context field to "Visual Proof & Logs" with guidance for screenshots/videos and logs. These changes aim to improve report quality and speed triage.
